Spending governance

Bylaw Ledger Pro

Bring a spending request, the board’s decision, and the checks behind a supported payment instruction into one workspace.

How Pro handles a payment

The board decides. The rules are checked before the bank moves money.

Where the rules come from

Turn approved community requirements into checks people can inspect.

HOA spending controls only work when the rule behind each check is correct. For a Florida association, the starting sources can include Chapter 718 for a condominium or Chapter 720 for an HOA, plus the community’s governing documents, budget, fund restrictions, and approved policies. A qualified person must determine which requirements apply and configure them for that association.

Pro then uses those configured requirements for supported spending workflows. It can ask whether the requested fund is permitted, whether a threshold requires another review, and whether the spending-related board decision has been recorded. It does not interpret every statute automatically or make the board’s decision.

Spending questions

Different funds can require different evidence.

Operating expense

A pool-pump request can be checked against its budget line, the community’s quote policy, and the spending threshold configured for that type of expense.

Reserve expense

A roof repair may need to match a designated reserve component and the community’s rules for using or transferring reserve money. The governing documents and applicable law must be reviewed first.

Special assessment

A drainage project funded by a special assessment needs its approved purpose kept beside collections and spending. The community decides how any remaining balance is handled under its documents.

These are examples of configured checks, not a statement that every community uses the same thresholds or that every banking integration supports the same instruction controls.

What changes

The spending work moves into the application.

  • Requests and supporting evidence in one workspace
  • Configured checks based on the community’s approved rules
  • Spending-related decisions and payment status in a connected record
  • A supported instruction can be held while a requirement is missing
The boundary

The rules must be chosen and kept current by people.

Pro applies configured checks in supported workflows. It does not decide which law or document controls, replace legal review, guarantee that every improper payment is caught, or hold community funds. Florida Chapters 718 and 720, governing documents, and community policies need review for the association involved.

Questions boards ask

Pro in practice.

Can Pro stop an improper HOA payment?

It can hold a supported payment instruction when a configured requirement is missing. It cannot guarantee that every problem is detected, or reach a payment path the banking partner does not support.

Does Bylaw Ledger hold the community’s money?

No. The banking partner holds and moves the funds. Bylaw Ledger provides the application, configured checks, and connected record.

Are all association votes included?

No. The voting and approval workflow described here is limited to spending decisions. General elections and governing-document amendments are separate matters.
